at the very least you’re going to need brake lights

Any trailer being towed needs to have working lights, the only time I have ever gotten away with out them is when the trailer is small enough to allow an unobstructed view of the vehicle towing. this however still leaves you open to suit should someone decide to avail themselves of an opportunity for a little car repair at your expense.
This is not a Wisconsin only issue, it is all states, they all require functioning trailer lights, day or night.

In Wisconsin, your trailer light requirements are the EXACT same as your vehicle tail light requirements;
Day; Brake lights and turn signals
Night; Running lights, brake lights, turn signals.
